MO-LTAP Equipment Loan Program

MO-LTAP Equipment Loan Program offers equipment for loan at no cost, saving agencies across the state the expense of purchasing equipment that otherwise would be used infrequently. The items are great tools for use in making roadways safer.

How the Program Works

The standard lending agreement is for two weeks. MO-LTAP staff will work with you to arrange pick-up or delivery to get the equipment to you and as quickly and inexpensively as possible. Requests are accepted by phone, email or online and are on a first-come, first-served basis. If the equipment is not available when your request is received, you will be added to a waiting list and notified when it becomes available.

All equipment is available to local public agencies only and for a maximum of three weeks. If the agency wishes to continue use of the equipment, they will need to submit another request. Equipment will only be re-issued for an additional three weeks if another agency is not on the waiting list. Pick-up of the equipment is the responsibility of the requesting agency. Items can be shipped so long as they are properly insured. The agency is responsible for maintaining proper care of the equipment and for proper packaging and shipping or delivering the equipment back to our office by the due date.

In case of damaged equipment, the borrowing agency is responsible for the cost of returning the equipment to operating condition. If an item is stolen, the borrowing agency must provide a copy of the police report regarding the theft and any additional documentation. For lost items, the borrowing agency is responsible for replacement costs.

Retroreflectometer

A retroreflectometer is an instrument capable of measuring the light-reflecting properties of signs accurately and reliably. Using a retroreflectometer is an accurate way of measuring a sign's retroreflectivity level during daylight hours. It is a good method for checking signs and identifying those that do not meet the federal standard minimum level of retroreflectivity. Road signs are one of the most important means of insuring motorists' safety.
